[Flac] 1.3.0 delivery in tar.gz format

Hello
Would you consider making the 1.3.0 delivery avaialble in tar.gz format?

I had a look, but I needed to find extra command-line tool to extract
the tar.xz delivery. Older deliveries were available in tar.gz
