I noticed that the patch that renamed win_utf8_io to win_utf8_io_static (http://git.xiph.org/?p=flac.git;a=commit;h=2e165ec569b1511a41fe7714d2f598a89aca0565) also changed line endings in win_utf8_io_static.vcproj from CRLF to LF. Not a big problem (MSVS understands this file anyway), but IMHO it's better to use Windows line endings for win-specific file.

The switch probably happened because the patch didn't apply correctly and I had to massage it. Anyway, fixed in git. Will push by the end of the evening.
