GhettoForge will be releasing for EL9 once Rocky Linux 9 drops.  In the 
meantime there is dovecot 2.3.16 in appstream.

Thank you for your response. I tried official package and appstream
package but both wasn't build with '--with-sodium' flag for argon2
support. So I had to build the package myself.
