We can't make them compatible, but qpopper writes them into a X-UIDL
header which we can reuse (in Dovecot 1.0-alpha3) by setting
pop3_reuse_xuidl = yes
This means new messages will get a Dovecot UIDL, but existing messages
will reuse the qpopper one (so users won't download the mail again with
qpopper -> dovecot, but will, for newer messages, with dovecot ->
qpopper, should you ever need to do that!)

The downloading over and over may be Outlook not liking the default
pop3_uidl_format. See the dovecot-example.conf for suggestions.
