Are there some technical reasons why this was set to this value?

The OpenSolaris guide to driver programming details how to
achieve a higher resolution clock by tuning the internal clock:
http://opensolaris.org/os/article/2005-03-31_inside_opensolaris__solaris_driver_programming/
If a user was to use this setting (change the ticks to 1000 or
10000 per second), would they then be able to get more
resolution with bandwidth control?
