compiz - Apr 2007 - Fragment interface not working on Intel graphics hardware

Ever since compiz 0.3.6, the fragment interface does not seem to be working.
The plugins water and Blur pick up the GL_ARB_fragment_program and load OK
but there appears to be no blur effect underneath the wave. Blur makes
everything slow when activated but nothing seems to be blurred. Another
Intel user is experiencing this problem. I filed a bug here (
