Type "bash"? :)
According to a quick Google "set -o vi-tabcomplete" should do the
job...
[wmcdonald at willspc ~]$ ksh
$ set -o vi
$ set -o vi-tabcomplete
$ ls test. [TAB-TAB]
1) test.conf
2) test.sh
$ ls test.
