Its purpose is for dialplan to process those messages. See the MESSAGE, and MESSAGE_DATA dialplan functions, MessageSend application, and message_context pjsip config option. The channel is reused to process each message in dialplan. It is invalid for dialplan to do anything with media on that channel and VoiceMail definitely falls into that category.
