And add the following context to your dialplan: ---cut--- [call-file-test] exten => 10,1,Answer() exten => 10,n,Wait(1) exten => 10,n,Playback(hello-world) exten => 10,n,Wait(1) exten => 10,n,Hangup() ---cut--- Move the dummy.call file to /var/spool/asterisk/outgoing/ and wait. PS. You can touch a call file to be executed in the future. But I'd prefer the cronjob.
