Asterisk is normally not running when modules get loaded. chan_zap can
only be loaded once all the kernel modules have been loaded.
As for syslog: the direct-ugly way would be to further overload the
modprobe configuration file. There is already a post-install command
there. But I figure you want to fail the load as well.
