asterisk users - Feb 2005 - Manager "Message: Originate failed" being generated when callee does not pick up

I am using the Manager to originate calls. I am getting "Message: Originate
failed" even the phone is ringing on the other end of the line.
 
How can I reliably know if the phone on the other end of the line is receiving
the call?
