asterisk users - Nov 2004 - FC3 and udev troubles

All,

I just put FC3 (fedora core 3) on my machine. It uses udev.
I looked at the README.udev in zaptel and put those lines
in the /etc/udev/rules.d/50-udev.rules file.

I rebooted just for grins and I still am getting the message:

Notice: Configuration file is /etc/zaptel.conf
line 147: Unable to open master device '/dev/zap/ctl'

What am I missing with the udev setup???
