After conferring with aba about this issue, it seems that nobody besides you seems to have a strong opinion about this change, and I am therefore inclined to say "don''t change". I would appreciate if you could bring this up on debian-devel so that we can see what is rough consensus about this issue. Please take ~/public_html into this consideration.
