This was a bug in adduser, which has been fixed in version 3.65:
adduser (3.65) unstable; urgency=low
  * do not abort if chage returns exit code 3. This is an indication
that password aging cannot be set due to shadow not being enabled.
    Closes: #316089, #317944.
(gdm is calling adduser in its postinst.)
 I''m closing your bug.
   Bye,
