There are a number of other, more modern packages being developed. Take a look at http://www.freegis.org/. My personal opinion is that the current GRASS code base should be abandoned. I've been working with some students on getting the Becker-Wilks "Maps in S" code working in R. This is primarily a database for efficiently storing and retrieving polygons. There is also some projection and plotting code. BW converted and cleaned up the CIA world map, and provided software for constructing other databases.
