I. DESCRIPTION OF SERVICES The Department of Information Resources (DIR) requires the services of a Web Content Developer, hereafter referred to as Worker, who meets the general qualification of ITSAC Technical Writer Level 1, Technology Type Core and the specifications outlined in this document for the City of Austin ? Austin Energy (AE). All work products resulting from the project shall be considered ?works made for hire? and are the property of AE. AE may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. AE will pay no fees for interviews or discussions, which occur during the process of selecting a Worker. This Worker will perform ongoing Web site content editing and development support for Austin Energy?s Web sites. The Worker will be responsible for analyzing, managing and implementing changes within the current site architecture for the existing Austin Energy Web sites. Services to be performed will include, but not be limited to, the following: ? Developing and editing content for Web sites. ? Evaluating and understanding user needs, intents and business goals for Web site content. ? Collaborating with internal customers and IT staff to scope projects and define content requirements. ? Developing project documentation associated with Web content development. ? Monitoring progress of a multidisciplinary project team as required. II. WORKER SKILLS AND QUALIFICATIONS Minimum Requirements: Years Skills/Experience Yes Bachelors? degree in a Business, Information Science, Communications, or Computer field 3 Developing, editing and publishing content for the Web 3 Contributing to small Web content development projects through a Web development process interacting with Business Analysts and Project Managers, Information Architects, Web Designers and Applications Development Staff 2 Working knowledge of HTML and CSS; use predefined templates to create HTML content 2 Working with MS Office and MS Word Preferences: Years Skills/Experience 2 Ability to use Visio and Dreamweaver 2 Strong leader and team player with excellent communication, facilitation, prioritization, negotiation and problem solving skills 2 Understanding of Web site accessibility and Section 508 requirements (Americans with Disabilities Act) 2 Conduct Web site usability tests and analyze results 2 Create wireframes and/or HTML mock-ups 2 Familiarity with Web development lifecycle and creation of documentation including: requirements definition, scope document, personas, use cases, wireframes, HTML mock-ups, current and to-be state documents/process flows, test plans and test cases 2 Familiarity with the limits and constraints of design for the Web III. TERM OF SERVICE Services are expected to start no later than January 15, 2007 and shall be completed by March 31, 2007. Total estimated Worker hours shall not exceed 480 hours per Worker. This service may be amended, renewed and/or extended providing both parties agree in writing to do so. IV. WORK HOURS AND LOCATION A. Services shall be provided during normal business hours unless otherwise coordinated through the AE. Normal business hours are Monday through Friday from 8:00 AM through 5:00 PM, excluding State holidays when the agency is closed. B. The primary work location will be at the AE offices in the Town Lake Center Building, 721 Barton Springs Rd., Austin, Texas 78704. Any and all travel, per diem, parking, and/or living expenses shall be at the Worker?s and/or Vendor?s expense. C. AE will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. D. The Worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested.
