Hi,
this might sound stupid, but I''m using mini-os as my base OS and
I''m not
sure how I properly include a file like tools/xenstored/xs.h in C program?

You should probably use the stubdom environment which permits that. Put
C files in xen/stubdom/c/, update the makefile, and run make c-stubdom
from xen/stubdom/
