Similar to mounting filesystems after key loading we need to sort out the
ZVOL /dev/ links as well.  This is normally done by the private "zfs
volinit"
command.  So a "zpool key -l" needs to perform the equivalent thing
for
ZVOLS with encryption on and a keyscope=pool.  For keyscope=dataset ZVOLs
"zfs
key -l" will need to do this.
