There is the same issue when keystatus=undefined.

# zfs create -o keyscope=dataset -o encryption=off -o
keysource=passphrase,prompt tank/off
# zfs key -l tank/off
Key Load Error in ''tank/off''.: Encryption not enabled.
# echo $?
255
