[Bug 1844] Explicit file permissions enhancement to sftp-server

I agree that it certainly makes sense to be able to override the permissions server-side. So, I'd second to merge the force-permission -m option. Though, proper umask handling at the target side is by no means a negligible problem, I think. As far as I know SFTP is the only remote filesystem (access) that transfers and creates files without proper use of the umask in effect at their target location.
