freebsd stable - Apr 2015 - stable/9 r281817 needs to build an up-to-date make when compiling stable/9 r281849

Hi,

One of my systems runs stable/9 r281817. Even with an empty /usr/obj, 
make buildworld insists on building an up-to-date make when compiling 
stable/9 r281849.

Is this due to a pilot error on my part?
