Shorewall users - May 2004 - bandwidth control

Hi everybody,
I''m setting up a shorewall firewall with TC for bandwidth shaping
purposes.
Let''s say I have this configuration:

|internet|---------|firewall|---DNAT->------|server on private ip|

in you experience, is it possible to limit bandwidth for a certain
service on the server behind the firewall, per connection ?
I would like to reserve a maximun bandwdith per user connecting to the
service, so if I have a 2Mbit/s internet connection I could plan 20
connections with 100Kbit/s.

The service does not support this feature, so I have to set it up on the
firewall.

I know of no way to do it on the firewall either.
