theora - May 2018 - NHW Project - quality improvement for -l7 setting

Hello,

I have improved -l7 high compression quality setting.This setting is really
better now, notably on certain images.

These last 3 months, the NHW Project has really improved and is interesting
now, and this is notably due to Xiph Theora community support, so thank you
very much again.

Again, the NHW Project welcomes new members, developers!!! Recently, Xiph
Theora member Spork Schivago has joined the NHW Project and modified the
source code to work under Linux.

Any contribution, feedback are very welcome!
