The document you cite is the Mircosoft
standard; its usual URL is:

I don't know of a more recent document from
Microsoft. The more recent standard is the
Broadcast Wave Format (BWF), and a related
standard RF64. RF64 was last revised in 2009,
and uses the same 19 Channel Mask
definitions. The only change was that:
#define SPEAKER_RESERVED 0x80000000
was renamed SPEAKER_ALL.
The European Broadcasting Union (EBU) has
a workgroup called ECA-BWF which is looking
at how to update the BWF/RF64 file format.
