Shorewall announce - Jul 2004 - Shorewall 2.0.3c

Fixes two problems:

     * Error messages regarding $RESTOREBASE occur during shorewall stop.
     * If CLEAR_TC=Yes in shorewall.conf, shorewall stop fails without 
removing the lock file.
