    (*) we could implement (and even steal code) the idea from
        costa:/svn/pkg-subversion/hooks/commit-email.pl, that
        automatically sets pending for Closed bugs (as determined
        debian/changelog changes).

  bleh, it''s much more straightforward to add a PENDING section to the
  changelog. see r381 in svn for a example.
