[klibc] klcc: Enable stripping even if CONFIG_DEBUG_INFO is enabled

klcc should strip its output if the -s option is used, regardless of
whether klibc is stripped.  Use the standard $(STRIP) instead of
$(KLIBCSTRIP) as the strip command.
