Pkg xen devel - Aug 2015 - Bug#764912: xen-utils-common: needs to apply SE Linux labels after creating directories in start script

Ages ago I pushed this to a feature/bug764912 branch in the packaging
git repo, but apparently I forgot to tag and mention it in the buglog.

I've just updated the branch to the current development branch and
republished the feature branch.
