wine users - Apr 2017 - Downloads from https://dl.winehq.org/wine-builds/ubuntu/pool/main/ fail at most of attempts

Hi,
Both download through `apt-get`/`apt-transport-https` and direct
download from within browser (Firefox 52 on Ubuntu 16.10) fail due to `
503  first byte timeout` or take > 30 minutes. The download randomly
succeeds only after multiple minutes and multiple attempts. Updating
multiple `wine-devel` packages takes hours this way.
