The ssh-keygen(1) man page says:
-E fingerprint_hash
Specifies the hash algorithm used when displaying key
fingerprints.
Valid options are: ?md5? and ?sha256?. The default is ?sha256?.
But sha1 is supported too.

Yes, for legacy reasons. We don't want to encourage its use though, so
it will remain undocumented.

OK, but the choice not to document it is rather strange as SHA1 is the
default fingerprint digest in OpenSSL. So it is still useful in
practice.
