Unfortunately, it might be a little late.
The GSoC timeline suggests a community bonding period which ends with
the proposal tomorrow.
You can submit a proposal for a project but we usually prioritize
students that have started
to work on (potentially unrelated) patches and discussed the project in
advance.
If you decide to write a proposal, feel free to send me a draft and I'll
try to take a look.
