Here an example:

 $ sudo ./iptables -A OUTPUT -j NFQUEUE --queue-balance 2:5 --queue-cpu-fanout
--queue-bypass

 $ sudo ./iptables -L OUTPUT
Chain OUTPUT (policy ACCEPT)
target     prot opt source               destination         
NFQUEUE    all  --  anywhere             anywhere             NFQUEUE balance
2:5 bypass

It is missing cpu-fanout option in the rule.

The last commit in iptables repo is 60f0063 nft: replace nft_rule_attr_get_u8
