err, what platform is this and was this an unmodified source tree?

line 169 is "i = 0;" and there's no "OpenSSL_startup"
anywhere in our
source tree.

Oh, I'm sorry, this warning arise from X.509v3 certificates
support patch I'v applied
(http://roumenpetrov.info/openssh/x509-7.5/openssh-6.2p2+x509-7.5.diff.gz)
and doesn't refers to original openssh code.
