Using puppet to upgrade puppet is an interesting concern for Windows that
might produce errant results.
I would set the startup for the puppet service to manual or disabled and
then restart the system. After you have done that, determine if it is still
attempting to apply every minute.
Once you have done that, take a look at what version you have installed in
the Control Panel (Programs and Features aka Add/Remove Programs on Windows
2003).
