LARTC - Mar 2002 - htb+tc. traffic shape problem. i am shaping to 128kbps but i can download with more speed.

I have 2 net cards in my router. eth1 and eth0. eth0 is internal eth1 is 
external (connected to internet).

in 128 kbps i can download maxiimum with 15-1, but i am download with 
100 and more. why?

are you sure with kbps ? didn''t you want to use kbit ?
