in the output of ip addr:

2: eth0:  ...  qdisc htb qlen 100

Does qlen 100 have anything to do with htb?

No. It is the dev->tx_queue_len as set when the device is initialized 
(struct device/struct netdevice).

no it is the default value provided by interface to all qdisc
