The normal way one goes about managing the upstream of a DSL or cable connection is by first limiting the speed of the upstream so nothing gets queued at the external device and then by doing whatever else you want underneath that. One problem with this comes up while working with cable connections. Since the speed of your cable modem is dependent on the usage from your neighbors, the upstream can change.
