2147484 works well with iphash set type.
We use debian 6 with backports kernel (3.2.41-2~bpo60+1 x86_64) and ipset
v6.19, protocol version: 6

Timeouts > 2137484 work fine for me on recent kernels with ipset 6.16,
protocol
version 6:
# ipset list | egrep '(Type|timeout)'
Header: family inet hashsize 1024 maxelem 65536 timeout 2147484
Type: hash:ip
Header: family inet hashsize 1024 maxelem 65536 timeout 2147485
Type: hash:ip
Header: family inet hashsize 1024 maxelem 65536 timeout 4000000
Since you are using a vendor kernel, you should report this to your vendor's
bugzilla. If you can reproduce the issue using a recent kernel.org kernel,
please reopen this report.
