LARTC - Sep 2006 - Hardcoded /usr/lib dir

tc.c has the following line
	
snprintf(buf, sizeof(buf), "/usr/lib/tc/q_%s.so", str);

the libdir should not be hardcoded but it should be detected at build
time.
