I''m having trouble getting puppet dashboard (1.2.21) to run on apache. i installed puppetmaster-passenger and puppet-dashboard package. It would help to indicate the operating system and such. If you are using linux, I''m very surprised that the user and group weren''t set up right. This is clearly a right problems. Frankly I would remove and reinstall. It sounds like you are floundering, and you''ve probably made changes you aren''t mentioning here. The default permissions are good if you always run as puppet-dashboard. Check if the permissions in /etc/puppet-dashboard allow read by the puppet-dashboard user.
