I''ve got a few puppet servers running behind Nginx, load balanced with an ELB. The problem has just arisen for me when working with Eucalyptus nodes (I''m calling "puppet agent ..." to bootstrap from /etc/rc.local). I am running mod_passenger on the Puppet master.
