Vorbis dev - Nov 2008 - Vorbis documentation creation process

I was trying to prepare an RC for Vorbis yesterday.  However, I can't
build the documentation.

The process requires a "fotex.xmt" file which came with the passivetex
package in Ubuntu and Debian.  This package is no more, and its
absence is raising all kinds of problems as far as a Google search
showed me.  Apparently, it is unmaintained and whoever chooses what
goes into the repositories decided to pull the plug.

The Vorbis documentation building process currently uses xmlto.  The
stronger replacement I have seen suggested is dblatex.  So, the
question is, should we start building the Vorbis documentation with
dblatex instead of xmlto?  Or is everyone using newer Debian
derivatives screwed?
