Vorbis dev - Jun 2000 - Build changes

Ok, I made the long-wanted Solaris and BeOS build changes.  

Also, Kenneth: I mucked a bit in the vorbis-tools build earlier without 
mentioning it.  I'll keep my hands out of that directory from here on in 
unless you know I'm making changes beforehand.
