Vorbis - Dec 2001 - proposed TAGS standard revision; new URL and updates

My DNS server is down for a while, so the previously posted URL
doesn't work.  Here is one that does:

I have updated it with a "Who will use this standard?" section which
should clear up some things.  I've made minor alterations to
the supported tags.  See if your pet peeve has been fixed or
reintroduced.
