klibc - Jan 2003 - klibc-0.74 released (doc changes only)

I have released klibc-0.74.  The only change is that I have updated 
klibc/arch/README to actually reflect what it takes to port klibc to a 
new architecture.  Thanks to Matt Wilcox for pointing out just how 
broken the old file was.
