Summary: Window#get_handle causes segmentation fault on windows

Initial Comment:
Attempting to call Window#get_handle on a Frame object causes a segmentation
fault.

Calling Window#get_handle on a Window object appears to succeed, but attempting
to call any of the methods of the returned object causes a segmentation fault
again.

A script is attached which demonstrates the bug.

Found on:
   ruby 1.8.6 (from the one-click windows installer)
   wxruby2-preview 0.0.39 (installed from windows gem)
