Instiki users - Jul 2006 - [Instiki] Instiki 0.11 on windows xp - Problem when creating new page

Hi all, I am experiencing the same problem Tom Cloyd mentioned a while ago:

I find that regardless of browser I use, when I go into edit mode to
create a new page, the edit box is pushed to the bottom of the page, below
the "Textile formatting tips" area. This could be confusing to
newcomers
to a wiki, yes? It was to ME, initially.

I would like to know if it is a know  bug, a customization error, or 
whatever else it might be and what can I do, if anything to get it solved.
