freebsd stable - Jul 2006 - .MAKEFLAGS confuses buildworld

# make -j 5 buildworld

works fine on my Releng_6 system, but

# make buildworld

with

.MAKEFLAGS= -j 5

in my make.conf stops when buildworld arrives at the legacy target. According to
the man page of make, it should be exactly the same.
