samba - Sep 1998 - Help - samba problem after upgrade - Win95 can't logon

Hello.  I am still running 1.9.17 because when I upgrade to 1.9.18
(several different patch levels) my windows 95 clients cannot log on -
it times out saying that no domain controller is available.

I am using the same smb.conf from the earlier setup, and smbclient has
no problems connecting - can someone give me some help on this one?
In particular, what is the best way to go about debugging this!
