rsync - Nov 2003 - rsync - some issues - as super user & option --owner

Hi,
rsync version 2.5.6 protocol 26.....used in mdk 9.2
I have some difficulties..
As user internet...in console..
command...
su -c "rsync -auvr /home/internet/tstrsync1/ /mnt/win_d/tstmdk1/ 1> 
auvr-su.txt 2> auvr-su.err"
results.....
auvr-su.txt...
building file list ... done
<<snip>>
use-update
wrote 1179 bytes  read 132 bytes  2622.00 bytes/sec
total size is 672  speedup is 0.51

chown . : Operation not permitted

chown use-update : Operation not permitted
chown . : Operation not permitted
rsync error: some files could not be transferred (code 23) at 
main.c(620)

 In destination dir..files is there but now owner & group = root.
The output says chown is not permitted but is done
**
In man rsync..when --owner...the destination owner & source owner should 
be the same but is changed to root.

Please...I am at a loss here..Kindly some pointers.

Let me guess, /mnt/win_d is a FAT* (MS-windows) filesystem.
FAT filesystems don't support POSIX semantics.  You need to
eliminate the options that require POSIX semantics so
instead of -auvr (equivalent of -rlptgoDuvr) use -rtuv and
you will want to add the --modify-window=1 option.
